Rutgers is consortium member and lead of the SRHR strategic partnership 
. Funded by the Netherlands Ministry of Foreign Affairs, the programme focuses on sexual and reproductive health and rights of young people in all their diversities. Right Here Right Now runs in 10 countries in Africa and Asia and strongly focuses on comprehensive sexuality education, advocacy, public support and strengthening civil society and youth leadership.

You will join the project team and the sub-team that coordinates the PMEL (planning, monitoring, evaluation and learning) and research of the Right Here Right Now programme. You will report to the lead of this PMEL team on content and to the programme manager as your line manager.

What you will be doing

In this role you will contribute to PMEL and research processes of the Right Here Right Now programme. Specifically you will support partners in Tunisia, Burundi and Morocco with their PMEL and research activities. You will also have a role in creating learning products in close collaboration with colleagues.

The main tasks include:
  • Supporting country coalitions within the programme with PMEL activities including (semi-) annual reporting, annual planning, evaluations, and learning and research activities, and operational research.
  • Developing PMEL capacity-strengthening resources (e.g. training and toolkits) and delivering capacity-strengthening activities.
  • Supporting donor reporting including writing reports.
  • Working closely with colleagues to develop learning products such as briefing papers, case studies and linking and learning events.
  • Providing hands-on support to the programme’s PMEL and research working group.

Your profile

We are looking for a skilled qualitative researcher with at least a basic knowledge of quantitative research. Our ideal candidate is a results-oriented, creative, meticulous yet flexible team player. You have a good understanding of sexual and reproductive health and rights, comprehensive sexuality education and/or advocacy and campaigning programmes.

Next to that you meet the following requirements:
  • You have an academic degree in social, behavioural, health economics or other health sciences;
  • You have experience in PMEL, you thrive in an international context and work in an engaging and culturally sensitive manner;
  • You have experience in providing capacity strengthening on PMEL, experience in outcome harvesting and digital approaches in monitoring programmes are assets.
  • You are fluent in English and French. Experience of working with partners in Francophone Africa is an asset.

What we offer

You will work in an exciting and challenging international environment with highly motivated and passionate colleagues. Depending on knowledge and experience, the salary for a 36-hour working week for a PMEL Advisor is minimum € 3,616 and maximum € 4,785 gross per month (FWG scale 55). In addition to the primary employment conditions, Rutgers offers a competitive package of secondary employment conditions. The collective labor agreement cao ggz applies.

Our office is in Utrecht, the Netherlands, but you will work with colleagues worldwide. Most colleagues work from home for a significant part of the week.

While we prefer a candidate based in or near The Netherlands, remote is possible.
